In
1992, the Culture Ministers of Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan,
Turkey, and Turkmenistan, the six independent nations of the Turkic World,
decided to meet in stanbul and Baku and establish a cultural cooperation. In
the meeting held in Almaty on July 12, 1993, they signed the Agreement on the
Principles as regards the Foundation and Activities of TURKSOY and founded the
The Joint Administration of Turkic Culture and Art (TURKSOY).
Later, Turkish Republic of Northern Cyprus, Altai, Bashkiria, Khakasia,
Saxa Yakut, Tatarstan, Tuva of Russian Federation, and the Autonomous Region of
the Gagauz Land in the Republic of Moldovia participated as observing members in
the TURKSOY Organization, which was founded in the end of this agreement.
TURKSOY is an international organization which establishes a cooperation
among the Turkic Speaking Countries in the fields of culture and arts, without
interfering with the administration of the member nations and their domestic and
foreign policies.
The depositor nation for the TURKSOY Organization is the Republic of Turkey.
The official language of TURKSOY is Turkish and the administrative center is
Ankara.
The administrators of the TURKSOY Organization are democratically elected.
Members and observers are given equal rights in their efforts. The international
links of the organization are not limited to the places where a Turkic language
is spoken. In its activities and relations with nations, TURKSOY cooperates with
all official and non-official institutions and organizations that are based on
the protection of basic human rights. With its goals, missions, and areas of
study coinciding with those of UNESCO, TURKSOY accomplishes the mission of
UNESCO in its own geographic location.

To establish friendly relations among the Turkish
speaking peoples and nations and to explore, disclose, develop, and protect the
common Turkic culture, language, history, art, customs, and traditions as well
as pass them down to future generations and let them live forever.
To create the necessary atmosphere for enabling the
use of a common language and alphabet in the lands of the Turkic World.
To reinforce the scientific explorations that envisage
the common past of the peoples of the Turkic World and their history, language,
literature, culture and art as a whole.
To prepare the setting for transferring the national
history, mother tongue, literature, culture, art, customs, and traditions to
future generations.
To materialize various programs and projects to develop
the cultural and artistic relations among the people and countries speaking a
Turkic language.
To have radio and television programs, documentaries,
videos, and films produced in order to present the common cultural and artistic
riches of the Turkic World.
To organize performances and festivities involving plays,
operas, ballets, music, and folk dances and to lead such activities and
cooperate with other associations or to support them.
To publish periodicals and other materials.
To hold scientific seminars such as panels related to
the goals of TURKSOY.
To establish relations with international, regional and
national institutions, organizations, foundations, and associations that are
involved in cultural, artistic, and educational activities and make joint
efforts with them.
Inspired by the philosophy Unity of Language, Ideas,
and Deeds, TURKSOY has been engaged in many activities and still carries on its
service, sticking to Let's unite, be good, and lively principle.
